There may be sprite limits (i.e. how much food your citizens eat) that limit how fast they ride.
This road can't change their habits, obfviously

I don't think this works as intended I don't notice any difference in speed

Please paint it red to distinguish from normal cycleways

Cyclists just disappear as they enter the Road. ._.
