No - missile defenses were taken from the import. It assumes that Russia has left Syria after the Civil War.
In light of recent events, I think Russia defending Syria with some flankers and sa-21's is in order :).

I used Detailed Fire Control and Aircraft Damage. Can you open it up in editor and change that?
