If you'd spent the time making a more detailed and colour balanced skin then people wouldn't need multiple colour variants. Most don't fit the style, most don't fit what people want. That's why these hue-shift skins don't make it very far.

Or it gives valve multiple colour schemes to choose from?

Uploading multiple colour variants of the same skin looks like Workshop exploitation for views. Perhaps create a final design and stick with that specific one, then more polish and time can be put into it. Opposed to the normal hue change submissions that we see here.
