I'm not able to test it on a torch server.
May be you will find someone who can help you ;)
You can try another addon to be sure (ex: the "configurable speed mod" available on the last link, here in my description)

it works when i use the mod in coop but not when i use it on my torch dedicated server

Humm, may be it was been blocked not a long time ago by devs...?
And it's hard to drive to this speed... the game doesn't manage this kind of speed, sadly :/

my speed scale goes all the way to 1000 but ship still dont drive faster than in vanilla do i have to do anything more than installing the mod on the server

I think you can check your dedicated server logs.
If the server is ok, may be it's a client-side problem...?
Or if it's a plugin related problem, may be try to find the bugged plugin by disabling them 1 after 1...
