It wouldn't be difficult, you could extract the gma using the gma extractor, and modify it as a "legacy" addon. Here's a tutorial on how to extract gmod addons https://www.youtube.com/watch?v=dcoXpy_P8XE if you're savvy with the lua you could even make an alternate version of this addon that works alongside it rather than a replacement.

In this video it is one of my own addons that changed my movement speed, I never released it.
However "Player Speeds Changer" on the workshop should allow you to do the same with some tweaking.
