That is most likely a bug. Devs are aware of it...
You have probably noticed weired rotated chests and data banks all over the islands. The data bank you didnt found (inside the pipe) is there but inaccesseble

Love it! My only complaint is you didn't disassemble the vehicles and beat them up a bit... They look too good :D
