My guess is you have some sort of other mod that is conflicting with this one and overwritting the config file. Make sure you dont have any UI based mods like Tactical Information Overhaul. AML should detect any conflicts however so I really dont know what could be causing that issue.
After following Goblins comment step by step, I have no issue with the mods now. Thanks Theocratical Goblin you are awesome. His comment is 4 down.
If I have any further issues I will update. Thanks for the mod, sadly Tactical Information Overhaul caused massive framerate issues and didnt work on my Steam Deck. This mod works great with no issues.
if it doesn't, try this:
1) go to the config file folder of wotc and delete ALL the contents
2) start xcom 2 to have it generate new config files
3) enable all mods through the alternate launcher
4) start xcom 2 again
5) it should work

if mod info 12 for enemy and other, and 16 for the reapers, why they can move over 16?
I swear I probabaly restarted the game 20 times narrowing down the mods and finally confirmed it's this one. It sucks. IDK how loot indicator cause such slowness but it does.

It can't be selected in the moding menu. I've tried everything but it doesn't work, pitty...
You have to use Alternative MOD Loader! At least that is what I am doing...
