Here's how (thanks Reddit user Cheenug!)
* I put the mod's folder in XCOM 2 Propaganda Center>XComGame>Mods
* forced the game to load the mod by editing the file
XCOM 2 Propaganda Center>XComGame>Config>DefaultModOptions
by adding the line
ActiveMods="CapnbubsAccessoriesPack"
You can also do it with others mod, but you need to change the ActiveMods line.
You can find the name you need to put in in the mod's config>XComGame
It's written as DLCIdentifier="MODNAME" and you add it to the DefaultModOptions like ActiveMods="MODNAME"
