Hell, even tried downloading MS visual studio so I could get modbuddy to work and that gave me too much sass for me to immediately lose interest in spending time sorting that out.
Can't remember if someone said they'd update them. If you can do it yourself, feel free to. Not much to it if you know how to mod (whatever the current process is, I wouldn't know), since I list all the bonuses and whatnots. All I ask is that you do proper crediting and what not.
This'd be perfectly reasonable, except for the fact that the Colluseum it replaces does not require that, and that this locks out cities built elsewhere from producing ANY happiness structures - on a Civ that wants Golden Ages more than anything!
Switching that to use the same logic as Factories makes snese, I think.
How about changing it to use horses like factories use coal rather than make it only available in cities that have improved horses? Let ponies from all around your empire participate in the festival. ;)
Yes, its intentional. Its to make use of a resource that has no value pass the first couple of era's in the game.
