the smoke grenades spawns random on the map like a discombobulator

You don't need css, maybe one of your addons are the problem, try to disable all and only activate this addon, restart your game and test it again

I will test this when I have time, the gmod updates can broke some addons, and you need only this addon

the smoke only appears as a missing texture, do i kneed another addon for it to work?
