You can restrict any ability to be available for admins only. Check out Utilities > Tracer Abilities > Admin Settings .

I didnt even download this and it doesnt want to go away

If or when you fix it plz make more heroes abilities, ONLY WHEN YOU FIX IT, this is the only mod i found of its kind
