@joshmah-whatever, there is a sewer entrance in the area that leads u to a way inside.
Remember, the creator said there are NO keys outside. Make sure you guys search areas thoroughly and loot bodies for notes and journals containing hints and other useful info.
i cant find either key
i even used the cheat way of opening it (not pround of it) and didnt open
