Updated the vehicles config code to work with the latest update.

Removed the commanders seat from the Police MSE-3 Marid as it uselees.

Vehicles now have texture lists and can now switch textures.

Added AFV-4 Gorgon AA variant armed with 2 titan AA missiles.

Fixed police offroad using the wrong base class.

Police vehicles now have working sirens.

Misc bug fixs.
