*Fix showball effect tactic not working as intended.

*Hyperliner effects now applys most of FTL methods.

*Reduce Engineering Strategy effects.

*Some noticable changes in tactics, including:

Change the method effects of Patienter.
Slightly increase Snowball effects.
Lurker has more tracking.
Surprise Attack now reduces the chances of disengage of the targets.
Bomber has chances cause planet devastation, since bombardment effects have hard caps from ship numbers.
Morale Boost now gives higher unity from attacking ships.
Pretender has extra Disengagement Opportunities.
Paper Tiger has faster emergency FTL time.
Surrounded has higher base stacks from enemies if outpowered.
Bloodthirst has faster decay rate.
Change the method of Payback effects.
Ever Shield mulitply bonus reduced, but gives chance of shield hardening in combat.
Reactive Hull now gives lower effects.
Foresight now has 240 days of cooldown.

*Reduce the frequencies for AI admirals swapping their tactics.
