Pill effects should no longer continue forever if you hold R to restart a run

Changed a fuck ton of stuff related to configs, allowing them to be saved in the savefile thus allowing future updates to not affect them. Added an ingame config menu to modify these configs.

Changed floppy corruption chance to 30% base.

Other bug fixes (such as turning back on shaders, whoops)
