Changed MG NPCs' quests to prevent abuse.
Added two engineering NPCs.
Added reputation condition to flare gun.
Minor changes to the other NPCs and vendors to fit in the new engineering NPCs.

Rifle NPCs now sell a new item.

Raised bazooka price, lowered bazooka ammo price.
Raised explosive vehicle ammo prices (bombs, HE plane).
Lowered vehicle ammo box prices (MG, HMG, etc).
Added rewards for all quests (ranging from 150xp to 800xp in value).
Added quests back as optional.
Changed dialogue to match.
Tweaked some dialogue a little.
Team specific ammo NPC prices are ~50% higher than neutral ammo NPC prices.
Raised flare gun price.
Changed number of crates and splints required for quests.
Moved tires to vehicle NPC.
Other minor tweaks.
