Version 1.1:

This version adds one new empire, the isolationist Serene Empire of the Qell'Nudar. It also makes various minor improvements and corrections to the texts, and improves the mod compatibility by removing the use of the 00_prescripted_countries.txt

Instead I've uploaded a new mod that removes all vanilla empires except Earth humans:

The above mod offers no additional or superior functionality to the other mods out there that remove vanilla empires, except that I can guarantee it is compatible with ACEP (and will continue to be so).
