Potential fix for sniper nightvision on dedicated servers.
Scoped Longneck Rifle.

Improved use of binoculars while riding making them work more naturally.
Enhanced logic for initial target acquisition across all items.

Added Longneck rifle support to the enhanced scope. Updated targeting ranges for each item to match rifle range. If you get a HUD you can hit the target with the current weapon. Binoculars have targeting Range that exceeds both rifles.

Longneck Rifle scope and tranqs do not work together yet just as in vanilla, but that change is coming :)

Fixed Placement of target UI for sniper scope, and added target UI to binoculars as well. Also changed both items to be craftable in the players inventory since they show up in vanilla smithy, but not in the S+ Smithy. As our server uses the structures plus mod this change prevents us from having to place vanilla smithy structure as well/
