Small fix from a screw up with last update :p

Small performance improvement.

Added all the new problem notifications from the last couple of expansions that were missing. Also changed the mod's name to make it clear what it actually does.

Fixed a small error that made it so problems were removed also when disabling the checkboxes when the first checkbox was enabled.

Fixed issue where problems were not being removed on loading a city.
