Made the River Raptors friendly to the Holy Nation, to avoid other mods to spark fights if the animals are too close to towns and villages.

For some weird reason raports get random bounties when attacking towns, even tho they are set to have no bounty assigned to them. As I see this as an exploit, I have set them to keep away from towns.
