Updated to version 2.4 "Lee".

Finally added "Gwyneth", a Welsh-language voice pack. Comments welcome.

Removed Holy Welsh Republic again until I figure out event chains.

Changed the mod name in the descriptor files to "Welsh Voice & Names".
