Rise & Fall Update

* Reworked Hunter promotion for Woomera Warrior. The Woomera Warrior now has its own promotion tree that includes the Hunter promotion and gets a free promotion when built. (Tried to automatically assign the promotion but I couldn't get that to work reliably.)
