Added a version of SGL's Hoplit Veterans (Athen & Syracuse) that cannot be recruited but used as garrison unit for mods, e.g. my Garrison Add-On does so.

Some unit qualities of SGL's elite units were much too low, this update fixed it so AI should recruit them more often if possible.
