Central African Rebels [RHS] Updated- Cleaned up some files, added MP Signing.

Improved RPG Gunners- they now have a few more rounds and are V-COM AI compatible. Minor kit changes to FACA troops.

-Changed BTR crew from Militia to FACA (Soldiers)
-Edited some units to balance FACA equipment to be more standardised- AK-74's with a mix of armor and helmets. Limited access to NVG's for FACA only, no Militia forces have NVG's.
-Added NSV 50. Cal HMG as a static weapon.
