Removed the wrong having to be in melee requirement for Ring of Steel / Wall of Bone.

Fixed Bugs / Issues:
⚫ Added formation usage restrictions, which means that no infantry formations can be used while climbing, being on top of a wall or using siege equipment is possible as this can become quite buggy.
⚫ Da Green Tide / Slayer Fury now requires being in melee to get activated to prevent confusion.
⚫ Last Stand now cannot be used until a unit has less than 50% of its maximum HP.

Fixed Bugs / Issues:
⚫ Added a 120 second spoolup timer before Shield Wall can be used, which should stop the AI from using it in most cases and prevent the issue that it activates and then deactivates the formation and then does not do anything else with these units for the rest of the battle.

Completely preventing the AI from bugging out like that or disabling them specifically from using that formations seems to be not possible at the moment.

⚫ Changed Shield Breaker / Shield of Humanity / Spear of Undeath bonuses to +4 Leadership, +5 Melee Attack, +50% Charge Bonus, +20% Charge Speed
⚫ Reduced Last Stand Charge Resistance from 100% to 75%
