Reverted to vanilla factions copied from CWSeige actorbases in an attempt to resolve the bugs of soldiers ignoring crimes.

Changed the default package to randomise between 6 predefined destinations, previously had single destination of faction base.

Fixed bug with actorbases which caused NPCs to not engage in melee combat effectively.

Modified default NPC fighting style to make use of both ranged and melee weapons.

Added additional activation criteria of played for more then 15 minutes, so users that do not complete the tutorial quest due to modifications donot have to use the console to activate the mod.

Added check for player being in different worldspace to spawn location in hopes it would resolve ctd issues

Overhauled code for efficiency
