-Made a tweak to the generic focus tree to change the focus "collective ethos" to grant national spirit "Indochinese Collective Ethos Focus," which grants -0.01 democratic, +0.01 fascism and +0.01 communism per day. Also, if you have TGF, it grants +1 autonomy per day.
-Made a few changed to unit placement in 1939 scenario
-Tweaked politcal party popularities

-Changed the Japanese focus "demand French Indochina" to only be available if Indochina is a colony/dominion/puppet of France.
-Added oil to Cambodia
