* fixed district resiliency impossible to enable after disabling it previously * disabled resilient district will now be cleared from memory after some time

* added button to district panel to enable/disable resiliency for all buildings in district * made book panel to stay hidden if building panel is reopened after deactivating resiliency for the building * shorter time to remove building data completely after resiliency/history was unchecked
