3.1 Hotfix
- added Industrial designations for Planet Habs
- fixed exotic world icons
- fixed some code reference for planet habs designations
- fixed Archive world arc site happening twice if someone/the AI else has the origin
- Fixed some issues with the Polish Translation
- Removed Polaris from being shuffled by the engine
- Megaflora + Infecting hives can no longer take the useless to them Idyllic Bloom Civic
- Shroud worlds now should lose their deposits when changing from a gaia world
- Fixed an issue with can_pop_auto_migrate rules
- Remove references to `colonizeable_planet`
- Made sure Shroud worlds gain their special deposit
- Fixed some issues with Shroud Arc decisions not showing the right requirements and made sure they all get their proper deposits
