Updated for patch 1.31, Leviathan

Minor fixes, most notably the location of the "core all" button in overextention managment.

Typo fixed

Quick fix for governing capacity in province-buildings window for natives.

- Expanded rival selection window, not just moved the button
- Expanded military unit type selection
- Expanded loans window
- Expanded list of provinces for granting to/seizing from subjects
- Text should no longer be partially out of the box for requesting to share or stealing maps
- 1 or 2 other minor things I can't remember right now

Learned how to update the workshop thumbnail. No more thumbnail saying v1.28! *grins*
