Update to v1.2.

Thank you to commenters for your feedback, in response I've rebalanced CVEs to be cheaper but even more vulnerable in combat.

1.2 changes:
-Reduced cost of CVEs by 1/3.
-Reduced CVE base airwing to 18 planes.
-Reduced CVE armor from 1 to 0.
-Reduced CVE attack from 1 to 0.
-Reduced CVE evasion from 10 to 5.
