UA's Crime Increase changed from +30% to +75% (Early conquering Vietnamese cities will be difficult to maintain!)

Vietnam's UA Changed: Her UA now makes it difficult for warmongers to conquer Vietnam due to their crime increase in Vietnamese cities with foreign leaders.
Water Puppet Theater now provides +3.75 Defense per Great Work rather than +2.
Water Puppet Theater's Great Writer Bonus reduced from +33% to +25%.
Water Puppet Theater's Great Artist Bonus increased from +0% to +25%.
Water Puppet Theater's Great Musician Bonus increased from +0% to +25%.
Water Puppet Theater now provides +2 Culture to Lapis if More Luxury is installed.
Viet Cong's Combat Bonus in Forest, Jungle, and Marsh increased from +20% to +60%.
Viet Cong now obsoletes at Mobile Tactics.
