fixed special garrisons for occupied Altdorf (might have to remove additional walls) and Nuln.

tech tweaks:
- +5 melee attack and defence for Greatsword Inf. and Shieldbearers from Recruit the Veterans tech.
- replaced 5% unit discount in Tilean Renown for +2 Captains rank.
- increased base turn cost of unique techs (last column) to 20 turns.

- nerfed Tactical Superiority tech's speed buff from 10 to 8%.
- diestro ancillary's chance to pop cannot be reduced but it was granted a +3% increased agent security, at least it's useful.
- introduced buckler shields for certain estalian units, removed norscan shields.
- improved Royal Guard's icon.

- New unit: Paymaster Bodyguard (all three factions).
- Two new unique nodes for each faction.
- Various QoL and typo fixes in terms of tooltips and stuff.
- Short descriptions for the old/new building chains.
- Republican Guard: +1 melee defence to compensate previous -5 armour nerf (empire greatswords)
- Mercenary chain can now be built in Karaz-a-Karak if one of Dresden's occupation mods is present.
- Mercenary chain now also grants some buffs for the Estalians who had nothing from level 1.
- One of Belegar's ghosty friends, Navarro Ironbrow, gave up on his estalian nickname following Alejandro's renounce.
- Southern Trade tech now also grants +3 xp for Sartosan Pirates recruits.

- estalian names' name-surname order has been fixed.
Techs:
- Unfazed Survivors and Self-Made Leaders have been tweaked: resp. added Immune to Psy for all generals and +3 recruitment rank for all new generals (replacing Ld buff).
