Political Annexation Changes

- Imperial Resolve as the starting point, Annexations begin with Hungary now.

- Yugoslavia will refuse to cede any land if you don't have enough divisions.

- Anchluss option 3: Cooperation should now work as intended and let you join the Axis.

- Germany and France will lower their opinion of you for taking their spheres of interest "Sudetenland and Yugoslavia"

Code in but unfinished:

Hungarian Revolt if you have neither Slovakia, Croatia or Transylvania after 1939.

Future plans to extend the Annexation Events:

Custom Faction with Italy based on their annexation event
Soviet-Alliance for communist empires leading to another Partition of Poland.
Balkan-Faction against Romania for Transylvania
