Update
- Fixed special capital buildings bug (hopefully!)
- Added garrisons for other cultures to special capital buildings.
- Sparring fields still not fixed, this won't be fixed until the first official game patch.

Thanks to Syre Lancaster for providing the save that helped fix the capitals issue.
