There seems to be an issue where a conflict with the addon ULib is breaking the NWVar function GetTargetPlayer. I have researched the cause and even though the issue is the ULib developer's responsibility, I will try to stop it.

Removed the diagnostic mode and implemented a temporary patch that should fix the issue where some players couldn't use the weapons.

added a diagnostic mode for people who can't get it to work correctly. change the cvar hexshield_diagnostic to 1, try using the weapon and tell me what appears in the console.
