Large number of changes, fixing hopefully a lot of the bugs.

Overview of Major Changes:
-> Level Multiplier for Base Hero spells changed to LV * 4.
-> Some Hero Spells got new changes; ie Fireball should have a Larger AOE Radius.
-> XP gained by doing various things has been dramatically increased.
-> Max gnome camps down for 9 to 4. Higher than vanilla, but much lower than before.
-> Most heroes have their Loyalty increased by +5 and Greed by +2. Few had +10 or more Loyalty increased.
-> Cultists, Elves and Rogues all gain Critical Hit chance increases.
-> All heroes will visit entertainment more often (ie Fairgrounds) than last update.
-> Gnomes no longer follow/support others.
-> Most heroes that would follow/support others now only support Warriors, Warriors of Discord or Paladins. The exception being Rangers that still also follow Barbarians.

Hopefully fixed Runtime Errors and Added some forgotten data.
