Fixed minor error with server crashing on startup.

Split up the features of DP addon for exile per request from several exile community hosts as well as several other hosts around the webz. :)
It was an easy decision since the benefit will be not only for exile but also arma 3 as a whole.

Added shortened server name checks so you can update your features in HostName field

Big update, all 2300 buildables were rewritten for new configs in arma 3.
Snapping has been added for a few items, about a dozen for testing.
Apex sniper rifle added to the sniper in backpacks addin.
