Fixed some Ostheer bugs. Would have fixed these sooner, were it not for losing power here in this rural town!

British emplacements now go up in price as each one is built (price is reverted if construction is cancelled); price of Soviet tier 3 & 4 buildings goes down (once) after the first one is built; plus various other balance changes.

A few changes to OKW, including swapping the MG34 with the MG42 in order to give OKW the superior supression platform.

Team weapon capture rate reduced since I (previously) removed their increased received accuracy penalty. Infantry Section cover bonus changed to affect only their Lee Enfield rifles to match the Royal Engineers, whose cover bonus already only affected their Sten SMGs. Plus a couple other, smaller balance changes.
