Adjusted research tab colors for easier use. Red are locked research items, blue are already researched, and birighter blue are available for research or queued.

reduced background brightness by 5%
tweaked negative budget colors to have better contrast
change defense reserve button color to the global defense color

Future: Tweak research symbols to show correct icon, change new diplomacy cards to correct colors. Update any new icons that I may have missed.
Note: I'll give things a few weeks before implementing any changes that require me to adjust new files to see where we end up with patches.
