Moved ingame turf to the turf tab.

- Compatibility fix for the recent game update.
- Fixed insulation to use correct values of configuration options.
- Fixed some values of Speed configuration option.
- Fixed sounds when walking on turfs.
- Change layering order of turfs - carpets are on the top.
- Fixed display of turfs on minimap.
- Added configuration option for flooring - plantables (saplings, grass, berrybushes, trees) can't be planted on turfed turfs.
