- Proper fix (workaround) for the crash when replacing skins on a lot of blocks.

- Added a queue for paint replace past 10k blocks, painting 10k every half a second.
This was done to avoid render crashing from painting too many blocks at once.

- Added server setting PaintUnfinishedBlocks
- Added comment to RequireAmmo in server config to mention Paint Chemicals to avoid misunderstandings.

- Fixed replace color not working for mod-added skins in MP.
- Added various corrections for error states that server config can be in (blank, missing header, etc).

(Server restart not required, unless of course you need the above fixes)

- Fixed unable to select players to get their selected color.
- Limited paintgun model's material update rate to hopefully prevent some freezing issues.
