Destroy and Convert Settlement v3 (06/08/2015)

Small changes to prevent an easy province conversion via emptying a province:
* It is no longer possible to destroy the last Holding of a province. You will have to build a Tribal Holding before destroying the remaining Feudal Holding.
* One-Settlement Provinces Holdings can still be destroyed, but the effect in fact now directly convert them to Tribal Holdings.

Destroy and Convert Settlement v2

* Destroying a Temple now has a greater impact on the Local Revolt Risk (30% from 20%)
* Destroying a heathen Temple now also properly increase the Religious Authority of the ruler's religion (+2)
* The Religious Authority impact can no longer fire for the duration of the previous impact in the same Province (20 years)
