V4 Documentation

Some users reported that the V3 (Jan 26) fix attempt didn't work for them. So I figured that maybe their games did not recognize the fact that there was an update since I had kept the version number the same as noted in the previous documentation.

I also add some tags to the file so people can find this easier in the workshop. Otherwise there is nothing new in the mod. No change to the actual code that affects the game.

I later discover that unchecking 'Affects Save Game' prevents people who were using the previous to from loading their saved games.

I attempted to undo my mistake by rechecking the 'Affects Save Game', but didn't want to freak out all 1300+ users with another version number change so I kept the version number as 3.

I tried to do some mod polishing... I unchecked mod info description options for things like 'Affects Save Game', 'Multiplayer', 'Hot Seat', cause I was unsure if this mod actually does any of those things.

I realized imedietely after I uploaded the file the first time that I forgot set the xml file to activate when I tested the mod, so I fixed that in this version.

I also forgot to include railroads in the code the first time around, so I included it this time.

This is the first fully functioning version of the mod.
