Replace the 2 munition points in base area with normal points.

After the update (added British army) relic made a change to a rule.that rule is that artys and big antitanks can not build in base area anymore.But maps with landscape like this one needs to be build antitank and arty in base area.

I make as smaller as i could the base area (still more than enough to build base buildings) but also to be able to build antitank and arty.
