Event fix. Now events should always trigger, even with 0 population

Added Death Power to Censors, and the Arch Censor and Dusk Elder heroes for consistency
Grand Ermorioan Legion spell cost reduced to 30 from 50, Path requirement up to D6 from D5, it's a lot of chaff, but it is *just* chaff
Ermor now receives Death bless points +3
Acolytes now have a 25% chance of rolling D1 or S1
Arch Bishops no longer produce 2 death gems, I did that to improve the gem economy but it feels dumb and senseless in hindsight
Knowledge Vessels obtained Adept Researcher 6 from 3, they're immobile S1s who can't forge or move or site search so I thought they had to be pretty efficient researchers to be worth it
New spells added, a Knowledge Vessel final spell and a Death typed Wailing Winds for all your Fear needs
National discounts for Standard of the Damned and Wraith Sword
A couple of bug fixes and further adjustments, sites will get summoned properly now
