Add a series of optional de-jure changes decision for Chinese hegemony, prevent the Liao, Jin, and Xia invaders from invasion failing. It can be available when bookmark de-jure changes game rule enabled.

Remove k_xia k_hexi from e_yongliang to e_northern_china
Remove k_daibei k_youji from e_zhongyuan to e_andong
Remove rest of kingdoms from e_yongliang e_zhongyuan to e_northern_china

This prevent Chinese Huangdi declaring war targeting these region using Consolidate Land Under Heaven CB.

Also a series of decisions to restore all of these.

1. Xixia invader can convert culture if Hexi and Xia to tangut.
2.Zhao Kuangyin invader can change the de-jure title, name and color of China to Kaifeng, Song and red respectively.
