[MAJOR UPDATE]
-2 new survivor bases
-random loot in all of the cars instead of just the houses
-removed FEMA remnants and replaced because they would kill everything at the FEMA base and ruin the challenge
-added more invisible strain and white strain in the FEMA base
-tweaked the script a little to make some interactions feel less robotic
-new spawnpoint to the north close to the "Survivalists"
-super good armor added only 1 set and obtainable only from "Killian Gallagher" south-east of Ritzcreek good luck
-"Survivalists" base walls upgraded with concrete

-removed most of the newly added NPC's in tent city because they would automatically clump in one big group of 8 ish people not entirely sure if other settlements are having this problem but i checked a couple and seems to be doing fine
