-Reduced starport to +2 and added +1 max fleet CP for data shipyards. Should now be worth building on every system.

-Updated a lot of the splash art with custom imagery for the android improvements.
-Fixed broken code for the android stuff, it should all now work as it should.
-Fixed industry / resource cost for new stuff so its in line with similar tech as the same level.
-Completely redid war force production, it now produces empire manpower max / refill.
-Fixed integrated network not providing the correct amount of hack.
