Missed a few things on the normal t3 Should hopefully be fully translated

Fixed the secure cabinets in workshop. in the normal tier 3 and translated the navgation terminal. Sorry for lack of updates!

Changed the outer lights to be compatible with outposts as requested

Translated the Depth meters and few other things I had found

Fixed broken paths for the shuttle and other stuff. MY BAD

Updated T2 and T3X localization of the navigation area
